One fine day while standing by the edge of the sound, Elizabeth is very surprised to meet a baby river otter named Pungo, and she is even more surprised when a beautiful fairy magically turns Elizabeth into a cute baby otter.

Together, Elizabeth and Pungo have fun playing and fishing in the water until the must weather a terrible storm. 

When Elizabeth finally returns to her home and again becomes a little girl, she happily realizes that she has found her inner otter!
